Make garlic ginger rice: Melt butter with ginger and garlic for 30 seconds. Add rice, stir, and add water. Cook for 14 minutes, let sit for an additional 10 minutes. Spoon rice into a bowl and top it with fresh vegetables, fried eggs, gochujang, sesame seeds, and garlic ginger sauce.
Make garlic ginger pour-over sauce: Combine all ingredients in a pan on medium heat until bubbly. Cook on medium-low until sauce is thick, about 15 minutes.
